    "content": "Mr. Speaker, Sir, in my answer, I have said that the process produced a draft collective bargaining agreement, which has not been signed because not all the issues in it have been agreed to. I mentioned that there are eight other issues, separate from the issue of salary, on which consensus had not been achieved. The terms of the collective bargaining process as regards the Civil Servants Union continue every quarter. They are still continuing."
