    "content": "Mr. Speaker, Sir, with regard to the issue of salary increment, by 45 per cent, I harmonised with the rest of the system, but the Union needed the 45 per cent increase which has not been agreed to. The other issues include:- increase of the outpatient medical allowance, house allowance, pay disparities, handling of disciplinary cases, the role of Civil Servants Welfare Association, promotions and schemes of service and the level of the Union's representation. These issues have not been finalised, but they are accepted on the agenda."
