    "content": "Therefore, it is not the job of the teachers only at the special needs assessment centres, but is a collective responsibility for the parents, teachers and the community. They need to have adequate information on how to handle these children. I agree with the hon. Member that, indeed, they have immense challenges. Those challenges can be catalogued; they are about 20; I do not want to bore the House by doing so. Those are the children who do not stop, look or listen and, therefore, their attention is distracted all the time. They are children who will jump to places where angels would fear to tread. They are children who speak out of turn. They are children who impulsively interrupt adults and you almost mistake them for being extremely rude, particularly in the culture Mr. Lekuton comes from. Therefore, this is a special category of children, which requires a special needs assessment. As I have already said, we have KISE, which is already churning out teachers to provide specialised attention to these children."
