    "content": "Mr. Speaker, Sir, the Minister seems to be very informed about this issue. I really appreciate it. Kenya is ranked among the world's leading countries in terms of income disparities. That is precisely why I am cautioning this Ministry to make sure that we do not have that big gap between bright students and those who are considered foolish. They are not foolish, it is only that they do not get the attention they need. He has said that there is a national survey coming up. Could he guarantee this House that when they receive the results of that survey, they will appropriately locate schools for special needs and ensure that teachers who have been trained are posted to the respective schools? I do not know the existence of any such institution in northern Kenya, at least, in the larger upper Eastern region."
