First of all, I thank the Chairman of the Budget and Appropriations Committee, Hon. Samuel Equity Atandi. I call him ‘equity’ because of the good job he has done of ensuring that every part of this country gets an equal share of the Budget. Hon. Temporary Speaker, this is a Budget of Ksh4.23 trillion.
