"content": "Thank you, Mr. Deputy Speaker, Sir. I would like to comment on the statement by Sen. Eddy Oketch regarding insurance coverage for hospital assets. This statement emanates from audit queries before the County Public Investments and Special Funds Committee (CPISFC) regarding the issue of plant, property and equipment in various hospitals. Most of those properties or assets are not insured and there are various reasons why that has occurred. First, some of these equipment is leased equipment. It is, therefore, important for the committee to dig deeper into this matter and to look at the leased agreements in order to see what it says with regard to the maintenance of those equipment and their insurance. However, I urge the committee to go beyond looking at insurance of assets. They also need to look at the ownership of assets in our hospitals. We have audit queries on the issue of ownership of hospital assets. Some of the hospitals in our counties do not even have land titles. The titles are either owned by the defunct local authorities while some do not have title deeds. Mr. Deputy Speaker, Sir, for example, yesterday, Garissa County appeared before us. We were surprised that Garissa Referral Hospital does not have a land title. This is a serious issue that the committee should look at and not just the insurance aspect only. They need to look at the status of ownership of all the assets. We are talking about equipment, land, buildings, motor vehicles and machinery. This is a serious issue. The committee should bring back to this House a detailed report on ownership and management of assets in our hospitals. Mr. Deputy Speaker, Sir, I support this statement."
