    "content": "On the issue of protecting the assets, the intellectual and industrial property related to patents that the board is holding, even as we liberalise, can we accept the need to separate the issues of a regulator from those of a market participant? In other sectors, this is the way we have gone. For example, in the telecommunications sector, this is the way we have gone. So, this is an important thing. We accept that we want to separate the issue of a regulator being a market participant. It is, perhaps, proper because this intellectual property, as it was, was developed by a public sector body. In this case, the intellectual property right would reside as a public good, not perhaps, it would reside with the regulator."
