    "content": "Mr. Temporary Deputy Speaker, Sir, we have a parastatal whose Chief Executive Officer (CEO) is supposed to be sought through a competitive bidding process, because we are looking for the best qualified person in that sector, and then we give that CEO a Board comprising of people who have no knowledge of that sector. Somebody then went ahead and brought in place what we call the Inspectorate of State Corporations, which completely ties the hands of the officials running parastatals, and yet, those officials are expected to perform. We are subjecting to the normal bureaucratic system of managing Government."
