    "content": "Honestly, we cannot expect any of these parastatals to be able to do what they were set up to do, with the amount of bureaucracy that we have. It is, therefore, time for us to, really re-think our policies. We live in a modern society, but we have roles which are completely alien to the ways of doing modern commerce. If you look at the way sectors like pyrethrum, coffee, tea and, basically, horticulture operated, you will recall that, that was a system where the market was controlled then. However, we still expect them to perform in a liberalised industry, with the same rules and regulations of that time. We should not expect them to work."
