Just to seek clarity from him, it is not clear from the response why KeNHA outsources its road maintenance services. Why would KenNHA officers use privately-owned motor vehicles to patrol? This is not road maintenance? Was there any cost-benefit analysis done before this particular decision was made because the Government needs to save resources.
