"content": "We live in very interesting times. In 2018, this Parliament or the Senate, sponsored me alongside a few of my colleagues to Colombo, Sri Lanka, for a Conference titled ‘Evidence-Based Decision Making.’ That Conference eternally changed my life. To date, as a lawmaker, I follow the evidence before making a final decision. That happens every afternoon, including yesterday. Unfortunately, in this country, we make decisions based on political affiliations or feelings without looking at what the hard facts are. That is the debate we had here yesterday where I tried to remind my colleagues who were here, Sen. Sifuna and Sen. (Dr.) Khalwale. I told them that while it is long held that there are counties that are rich and counties that are poor, a better way of looking at places to be considered for affirmative action of any kind was to break them down to the lowest administrative unit, which is a sub-location, after which, we could then have a nationwide consideration."
