    "content": "The other issue is bureaucracy. This is because one has to request it through the office of the Controller of Budget (CoB), Equalization Fund Advisory Board and the National Treasury. The bureaucracy makes the process of getting the money long hence its takes long for the money to be used on time. In my opinion, we do not need of the Equalisation Fund Advisory Board. This money can be requested through the office of the CoB and the National Treasury. Why do we need to go to the Equalisation Fund Advisory Board? I think that is the reason as to why this implementation takes long."
