    "content": "(a) Incidents of cattle rustling within Mutito, especially the Malalani area are not alarming. The security situation is under control. During this year, a total of six cases were reported, but with no fatalities. The death of one Mr. Kavunduu Kithome, a Kamba male adult aged 70 years, is not attributed to shooting as alleged, but due to natural causes. Mr. Kavunduu died at Ililuni Market on 28th October, 2008, while attending to a customer who was buying his merchandise. This man was trading in ropes."
