    "content": "Mr. Minister, before you proceed to respond to those clarifications as sought, I wish to draw the attention of hon. Members to the fact that Parliament has set up a Select Committee to investigate matters pertaining to gang operations in the country, including the Mungiki and others in that league, and that the House will have to await the report of the Committee to interrogate other matters further, as may be necessary. We will not, therefore, pre-empt the report that is likely to come from the Select Committee, neither shall we anticipate debate. That is what the Standing Orders tell us."
