    "content": "With respect to the letter dated 12th February, 2009, I see that it is addressed to Ministers and Assistant Ministers, exclusively. It is not addressed to Members of Parliament, neither is it addressed to Parliament nor copied to the Speaker nor the Clerk of the National Assembly. In my considered opinion, this document is strange to Parliament. We are not privy to it and, therefore, have nothing to do with it. It will not influence Parliament. It is a matter that is exclusive for the Executive. The Executive is at liberty to lobby in whatever manner it deems appropriate. Indeed, I am informed from institutional memory that circulars of this nature have previously been issued within the Executive. If Members of Parliament obtain it by whatever means, it ought not to affect their conscience or, indeed, constitutional duty to legislate independently. That, therefore, disposes of this matter. This letter is of no consequence for the purposes of the business before the House."
