    "content": "Thank you, Mr. Temporary Deputy Speaker, Sir. I also wish to take this opportunity to congratulate the Minister, the Director-General and the Chairman and his team for a job well done. It is overdue and it should have come years back. I am particularly impressed by a number of clauses and additions which have come up; with greater emphasis on the fact that shipping companies, which are mainly foreign-owned, will not now be allowed to own clearing and forwarding agencies, cleaning of ships and all that appertains to it. Now, it is an opportunity for Kenyans to look far and wide. Just as the Assistant Minister has said, we should stop owning matatus and start owning ships, we should equally venture and start owning shipping agencies, clearing and forwarding firms and all that appertains to it. Now, it is a golden opportunity for Kenyans to move in and, at least, protect this industry."
