    "content": "Mr. Temporary Deputy Speaker, Sir, on 27th July, 2007, pursuant to Section 6(1) of the External Loans and Credit Act, this House approved the increase of total external indebtedness from Kshs320 billion to Kshs500 billion. At the time of setting the ceiling, the Government's external debt stood at US$468 million, which was equivalent to Kshs335 billion at the rate of Kshs75 to the US Dollar."
