    "content": "We need to increase the ceiling to accommodate new programmes and project loans we intend to borrow over the next four years, under the Medium Term Plan, 2008-2012, the first plan under Vision 2030, as part of the efforts to sustain the economic growth over that period and to continue our fight against poverty. We have, through the Medium Term Fiscal Framework, identified activities and projects that will need to be funded. For those, we need to borrow externally, about Kshs250 billion over a four year period."
