    "content": "Mr. Temporary Deputy Speaker, Sir, it is unfortunate if, indeed, works on the Migori-Mihuru have not started. I will pick the issue up. If there is a problem, I will sort it out. However, I wish to also state that the Ministry has been working on limited resources. Recently, the Government issued an infrastructure bond of about Kshs18.5 billion to ensure that we can complete works that have been planned for this financial year. We are on track and we hope that we will complete all the planned programmes."
