The four categories that I gave include capacity building to manage drought. However, when it comes to responding to drought, it falls under a component at the national level for drought response. I have not understood the question to mean that and, therefore, based on case by case and according to the early warning systems that each district produces, they are allocated resources both from the project and other line Ministries."
