    "content": "Mr. Temporary Deputy Speaker, Sir, I am surprised that the Minister of Development of Northern Kenya and other Arid Lands can come to this House and claim that they cannot extend additional offices to the new districts just because there is an agreement between the Kenyan Government and the World Bank and because the agreement is ending in 2010. Why can the Government not renegotiate the agreement with the World Bank so that they can extend these offices to the new districts?"
