"content": "I have been motivated to move this Motion because of a very simple reason; last year and this year, the Government embarked on a crush programme to consider the recruitment of staff, particularly, in the lower cadre. It has become apparent that the Government decided to up the education qualifications from what it used to be, to what it is now. Quite a number of Kenyans from northern Kenya and other marginalised areas have been disadvantaged to secure employment opportunities in those cadres. Mr. Temporary Deputy Speaker, Sir, I want to begin by informing the House, in line with my Motion, that in December, 2002, the Ministry of East African Community - and I am talking about clerks - advertised for jobs in the Public Service so that Kenyans can apply. The Ministry shortlisted 80 applicants who they wanted to interview. Out of the 80 applicants, only three happened to come from northern Kenya and other arid lands. One was from Wajir, one from Maralal and the other from Turkana. They also advertised for 80 senior support staff slots and only three made it. This tells you that if that trend of employing clerks continues, then it will mean that a whole section of the Kenyan society will completely be marginalised in the recruitment process and, therefore, they have no possibility to contribute to the development of the country."
