    "content": "This House must resolve the kind of Kenya we want. We want a Kenya where everybody is given an opportunity to serve the country. Today, the Directorate of Personnel Management (DPM) is asking that the support staff like cleaners be Form Four graduates. In my own district, how do you get a cleaner? What skill does it require for you to go to Form Four to sweep? We are denying Kenyans who have not had an opportunity to go to school to give their service. If you can sweep well and you are clean, you should be rewarded for it."
