    "content": "Mr. Temporary Deputy Speaker, Sir, with regard to chiefs, there are 5,000 chiefs in the establishment as we speak, who do not meet that criteria, yet they are doing an excellent job. That criteria was started only last year and I must say that it is not fair. The Government cannot apply two sets of rules. Why do you require a chief, who is supposed to work with the local community and be reconciler and a peacemaker, to have a Grade C in the Kenya Certificate of Secondary Education (KCSE)? Suppose you have a chief with the Grade C, but he is a rogue chief who cannot do the job?"
