    "content": "Mr. Temporary Deputy Speaker, Sir, we had a situation where the local communities were given an opportunity to decide who they wanted to become their chief. Now, we cannot have a chief with a Grade C. It is more difficult. In the northern Kenya, several vacancies have arisen as a result of chiefs retiring and others dying. They cannot be replaced because the Government cannot find qualified people to replace them. For two years, the Government cannot find chiefs to replace those who have left the service. Locations have no chiefs, yet chiefs are the eyes and the ears of the Government. What kind of sensibility is that for the Government to continue to pursue a policy that cannot work in all parts of Kenya? If this policy is working in certain parts of the country, we are comfortable with it. Why must you restrict a chief in Wajir to have similar qualifications with a chief in Embakasi?"
