    "content": "We want to give our people an opportunity to nominate chiefs. Traditionally, chiefs used to be nominated by consensus. The local elders would decide who can become a good leader. Now, we have risen the bar and, therefore, we cannot fill the vacancies. I brought this matter before the House because I have gone to offices trying to intervene on behalf of very many young Kenyans, who want to join Civil Service as drivers and clerks, but they have been denied the opportunity based on qualifications that were set without the due regard to the differences that we have in this country given our backgrounds. If the Minister thinks that there are certain parts of this country where people are over-qualified to fill these vacancies, then applications should be selective. But they sit in Nairobi and generalise that the situation in the country is the same."
