The Garissa Teachers Training College cannot absorb the local people because the Ministry of Education has increased the minimum qualification for admission. For one to become a P1 teacher, he must have a Grade C or a C+. The few students from the region who get Grade C or C+ pursue other courses. The intention of the Government in establishing the Garissa Teachers Training College was to allow local people to have access to the institution. The minimum qualification has defeated the purpose.
