    "content": "Mr. Temporary Deputy Speaker, Sir, I have raised this matter here and asked the Minister for Education to review this policy, but he refused to listen. We have unique problems. Please, do not judge people from different regions the same. These historical difficulties that have happened over time need to be corrected. That is why the President, in his own wisdom, decided to create the Ministry of State for Development of Northern Kenya and Other Arid Lands. If there were no unique circumstances, then that Ministry would not even have been created. The Government confirms that there is a problem in North Eastern Province. It confirms that we need to fast-track development in the province and catch up with the rest of the country by establishing a Ministry that is designed to spur development. Yet, the same Government is denying young people from the province an opportunity to access the Civil Service."
