    "content": "Mr. Temporary Deputy Speaker, Sir, last year, we talked about chiefs and assistant chiefs from our areas, in this House. The Government wants these people to have university degrees. What is the job of an assistant chief? To sit under a tree with some senior old men yet you wants him to have a degree when the official language they use is the local mother-tongue? The Government should get serious and understand the circumstances under which their officers work."
