    "content": "With regard to employment, everybody has talked about drivers, secretaries and clerks. Those vacancies should be district-based or even constituency-based, without looking at the qualifications. Even on the recruitment of the police and other uniformed officers, it should be district or constituency-based. We are now moving towards every constituency becoming a district. So, we should localise that recruitment so that we could take into account the people in those areas. That is because they also contribute to the GDP and national resources of this country."
