In those days, you could sit an exam with people who had beards and were shaving them. If those people graduated in Standard IV, they could go and drive vehicles. Today, the pupils in Standard IV are nine or ten years old. I do not understand how a nine or ten year old child could graduate from primary schools so that they could go and drive vehicles. So, exams in Standard IV at this point it could be counter-productive."
