    "content": "The commodities I am talking about are animals such as camels, cattle and sheep. To transport these kind of animals by lorries is extremely expensive and inappropriate. To transport these animals by railway is appropriate and very cheap. I do not understand why in this day and age we cannot build light railway in the semi-arid lands in order to respond to their economic demands. If, indeed, they can have access to the market by selling their animals easily, they will have enough resources to invest in human resource development themselves because they know it is good in and of itself for them."
