Kenyans from the local area should be given first priority. The job should only be given to outsiders if the locals are not available. If that area provides drivers, meter readers, tea boys and tea girls and other lower cadre positions, we should not allow Kenyans from other areas to be employed there, otherwise the poverty level will continue to increase as has been the case for the last five years."
