    "content": "Order, hon. Prof. Saitoti! I understand that there are Ministerial Statements that you intend to deliver today by the ruling of the Chair. The same also applies to hon. J. Nyagah, the Minister for Co-operative Development and Marketing and hon. Mwakwere, the Minister for Transport. In view of the fact that we have not started the substantive business of the House, and the urgency for us to go into Committee because we have Order No.7 which is the Committee of the whole House, the Chair directs that those Ministerial Statements should be delivered tomorrow after Question Time."
