    "content": " Mr. Temporary Deputy Chairman, Sir, the Government opposes that proposal. The reason is that we had the benefit of discussions with the experts in this matter, in particular, the Director-General. It seems that the interest of the children which the hon. Member is concerned about is already well taken care of under the Clause 61 that we have already agreed to. However, if we delete Clause 62 it will mean that all the vessels especially those that are floating mortgage or something like that will be insecure. Vessels that we have seen within Kenyan waters are of people who are supposed to secure their interests and they will not feel secure within the registry of Kenya and, therefore, this exposure is not just about the children and the people with mental incapacity who are already taken care of. So, we have had the benefit and I think that if this Clause is deleted, we will expose all the shipping vessels and this is dangerous for this country."
