    "content": "This total is comprised of the Central Government debt of Kshs408 billion and Kshs35 billion debt of public entities. Over the years, the Government has maintained a prudent debt management policy. That is why Kenya is not classified as a Highly Indebted Poor Country (HIPC) by the international community. Indeed, the Debt Sustainability Analysis (DSA) conducted by the World Bank and the IMF in August, 2008, and similar one carried out by Kenyan authorities in November, 2006 and in May, 2007, jointly with the World Bank and the IMF classified Kenya's debt as sustainable. Besides those ratings, Kenya's debt position is sustainable at B positive."
