I am not saying that we, as Government, have nothing to do with the revival of KICOMI or, indeed, with the starting up of other industries of this nature. What I am saying is that our job, as Government, is to provide incentives. We also ensure that the value chain of cotton is such that the farmer who grows cotton is able to find a ginner, and the ginner is able to find a spinner and the spinner is able to find somebody who makes clothing out of it. So, what have we done?"
