    "content": "Mr. Deputy Speaker, Sir, on the Masii-Kitui section, work stalled in September, 2008. The slow pace at which the contractor was progressing made it necessary for the Ministry to issue a notice of termination on 21st October, 2008. However, the contractor obtained a court order for stay of execution and, therefore, the contract was not terminated. As a result, the contractor, M/s Crescent Construction Company, is still on site. The contract sum for this section was Kshs722 million and the amounts certified so far is Kshs209 million."
