    "content": "Mr. Deputy Speaker, Sir, the same problem has been illustrated some few minutes ago, regarding local authorities and mining. In this country, issues to do with land fall under the Ministry of Lands. We have a sub-section that says the local authorities are overseeing it for the communities down there. We have the Department of Mining and Geology that gives exclusive mining or prospecting rights to companies that want to mine. On the other side, we have NEMA officers who oversee the environmental impact issues that go down the line. I think there is some sort of confusion."
