    "content": "Mr. Speaker, Sir, as the Questioner had mentioned, this Question was first asked in early 2009 and several reassurances were given to the House as to the completion of the project, but it appears they were unable to do so. Could the Minister inform this House how many such projects they have in other counties? Now that we have a new Constitution, does the Ministry intend to leave these unfinished projects as burdens of the incoming counties?"
