However, the only problem is that because of the new dispensation and the changes that have taken place, the Member of Parliament and my senior colleague may have to wait until every Ministry is able to bring its instruments, so that we can investigate them here in Parliament before we can pass them. It is not that I have evaded the Question it is simply that because of the changes which have taken place, every Ministry is trying to look at how they can ratify the Bill before they bring it to the House."
