    "content": "Mr. Speaker, Sir, a key treaty such as that of the internally displaced persons, where there are Kenyans who are internally displaced in Uganda and Tanzania, demands of us that we follow the practice of the other African countries. Given that all these conventions and treaties have come into force during the tenure of this Government, could he tell us when steps will be taken, in addition to ratifying those that have been signed, to begin the process of signing the other 15, which you have not signed and to which Kenya is not a party to, so that we can come up to date with the rest of the African continent?"
