    "content": " Mr. Speaker, Sir, I want to inform the Assistant Minister, with his kind permission--- I thank him as well as the House. I want to inform him of the provisions of Chapter 8 of the Constitution, Article 94 so that, as this issue is canvassed, everybody is aware that under Article 94(5), no person or body other than Parliament has the power to make provision of heaving the force of law in Kenya except under the authority conferred by this Constitution or by legislation. Further to this, I want to inform the Assistant Minister that by virtue of Article 2(5) and (6) which I may read as follows:- “(5) The general rules of international law shall form part of the law of Kenya. (6) Any treaty or convention ratified by Kenya shall form part of the law of Kenya under this Constitution and, therefore, the Government, particularly through my Ministry, is working on modalities to legislate on Article 94(5) and (6) so that those treaties are ratified. They can then be brought to Parliament so that the actual ratification would be through legislation by Parliament itself and no longer through the Executive. That is our advice to the Government and that advice has been accepted. So, we are working on it!"
