    "content": "Mr. Speaker, Sir, I agree with my colleague. Again, from the answer that I have given - and my senior Minister for Justice, National Cohesion and Constitutional Affairs is here - the responsibility to ensure that Kenyans are aware and study the treaties when they come to this House is vested in the Ministry of Justice, National Cohesion and Constitutional Affairs. It is the one that will be finalizing the ratification, domestication, popularization and dissemination of information to the public and Members of this House before they adopt any of those instruments. The reality is that we have previously received some of those instruments and we did not actually understand their reality. It will be critical - and I can assure my colleague on this issue - that the Ministry of Justice, National Cohesion and Constitutional Affairs is actually required by the Constitution to sensitize the public about the treaties before Parliament can ratify them."
