    "content": "Thank you, Madam Temporary Deputy Speaker. Without being repetitive, I want to directly ask the Minister that we go through the proposals I have. First of all, I want to comment on Clause 7 that says that we must have three members of the Board as non citizens, to be appointed in accordance with Clause 9(13). I oppose this clause because I think we have competent Kenyans who can do the job of being members of this Board who can carry out the vetting that is required. I will invite the Minister for Justice, National Cohesion and Constitutional Affairs to look at Clause 8 which says that a person will be qualified to be appointed a member of the Board if, amongst other things, he satisfies the requirements of Chapter 6 of the Constitution. That is the chapter on integrity."
