    "content": "Mr. Temporary Deputy Speaker, Sir, finally, the Bill says that there shall be a secretariat of a board which shall be headed by two joint secretaries. I think this is going to be very dangerous in my view. If you have two joint secretaries, who reports to the other? Are you preparing these secretaries to clash? Is there a way that the Minister can separate this, so that we have got one person responsible for the secretariat? Otherwise, if you have got two people leading the same secretariat, then they can bring in their opinions or political affiliations and, maybe, stall the process."
