    "content": "Mr. Speaker, Sir, has the Assistant Minister considered that the sections of the Armed Forces Act that relate to setting up of tribunals and trying offenders, particularly where allegations are so severe as to indicate fraud, are expected to be consistent with the provisions of the Constitution that say that there should be fairness to all, irrespective of status? The officer who was in charge of that tribunal must have been the officer who was his senior. So, his senior is the complainant and the judge. Is that fair?"
