"content": "Mr. Deputy Speaker, Sir, I rise as a Member of Parliament for Kisumu Town East. Is this project really viable? For the last 20 years, it has stalled and we have been watching it rot. Whichever project the Lake Basin Development Authority has embarked on has been a total failure. Not too long ago, they tried to put together the rice mill but they could not run it. This Authority is corrupt and inefficient. I think that this project should be handed over to the private sector so that we can get jobs and accommodation that is very much required in Kisumu. Could the Assistant Minister do something about it?"
