    "content": "Mr. Deputy Speaker, Sir, I am grateful for the Chair's sensitivity. It is not fair to say that this project is not viable and that it can only succeed if we have sponsors and well-wishers. I think the trend in the world and the concept now is that when a project like this one fails, it is for the Government to go out and get those from the private sector who are willing to partner. The concept is called Build, Operate and Transfer (BOT). What efforts have been taken to ensure that this project partners with the Lake Victoria Basin Commission, that are willing to BOT on it?"
