    "content": "Mr. Deputy Speaker, Sir, we propose to support peace committees in every district. We have 30 districts that are already covered. But in that particular incident, you will realise that, that was the epicentre of conflict. The officers who were serving at that time of post-election violence were not able to deal with the problem. So, we had to transfer other officers temporarily from other parts of Kenya. It was not because of lack of capacity or ability of the officers present at the epicentre area."
